Middlebook Instability can occur on a number of power electronic systems, including VFDs.
Middlebrook Instability is usually only found in weak supply regions with long 11KV (or higher) overhead lines supplying a standalone transformer to a dedicated VFD load with a passive harmonic filter connected.
Middlebrook Instability is not easy to predict, but it is not normally experienced in strong supply areas where there are multiple loads connected to the network.
Middlebrook Instability is not a function of poor drive and/or filter design, it is just more prone to causing issues in some rural networks.
